Telegram measures text in UTF-16 code units after parsing entities, so an emoji outside the Basic Multilingual Plane counts as 2.
Formatting markup (MarkdownV2 or HTML tags) does not count toward Telegram's limit, but it does in Discord's raw content.
X uses weighted counting (URLs count as 23, many CJK characters and emoji as 2); this tool gives only an approximation.
When a reply needs more than three parts, sending a file or a link is usually kinder to readers.
